Fixes ENG-10841.
Keyserver users with reserved usernames should be treated as existing users, but without backup.
Previously, the Backup Service was returning user_not_found for them, which displayed the "Invalid username / credentials" message. Now it returns backup_not_found which causes fallback to V1 login and does the migration to Identity if needed.
