[ENG-11004](https://linear.app/comm/issue/ENG-11004/when-uploading-userdata-for-the-first-time-keep-track-of-secondary).
It is added on `STARTED` action because only then we can be sure this is actually the first backup upload, and we avoid sending messages to secondary devices after each compaction.
