switched tooltip component from a vertical to horizontal layout with 8px of padding on each side. To do this, I had to remove the triangle style and changed the text of both "Create Thread" and "Open Thread" to just be thread. Also had to modify the `tooltipHeight` function since the `numEntries` is no longer relevant to the height with a horizontal layout. Tooltips that have a `fixed` location now have a horizontal layout, don't render the triangles, and have a `minWidth` of the screen size with 8px of padding on each side.
