Caught by @tomek. `useStaffCanSee` is basically the same as `useIsRestoreFlowEnabled` anyway but because we were not using `useIsRestoreFlowEnabled` the functionality could still be turned off. This is because this handles was implement a lot earlier than `useIsRestoreFlowEnabled`
