requests to the server from web.comm.app will go to new endpoints determined by the base path specified in new_app_url.json. this commit covers most of the valid server requests, but some like multimedia uploads will be addressed in a separate diff.

per https://linear.app/comm/issue/ENG-660/make-web-app-accessible-via-commapp, we need a different JSON file for the new web app URL. this diff adds some functions to fetch the appropriate data from files and introduces a small rename.
