Change Details

This is loosely based on `unshimClientDB` on `native` ([link](https://github.com/CommE2E/comm/blob/63793e812a68fb0c2697245c1488c20fa37d6025/native/redux/unshim-utils.js#L15)). Some changes have been made, which will be brought over to the `native` version in a later diff in the stack. Depends on D11884
