Change Details

Context on `allKeyserverIDs` in [this code comment](https://github.com/CommE2E/comm/blob/310cb2b5c29b5475c7153e9fece7fc2bc28973ea/lib/keyserver-conn/keyserver-conn-types.js#L67-L69). I accidentally left it out in D10695. This code should have mirrored the non-global version [here](https://github.com/CommE2E/comm/blob/310cb2b5c29b5475c7153e9fece7fc2bc28973ea/lib/utils/keyserver-call.js#L108). I'm not sure how I missed this during testing. I recall testing `web` and seeing that it loaded, which was definitely not the case after I tested again after receiving @kamil's report.
