[native] Convert canCreateSidebar function to a hook and use on native

Summary: All three versions of visibleEntryIDs on native were using the same copy pasted code to check if sidebar can be created. This hook allows to get rid of redundant code

Test Plan: Flow, check if creating sidebars works as before when there is no permission or user is blocked
