[3/n] [services] Use docker compose - mutual part

Summary:
In response to https://linear.app/comm/issue/ENG-156/investigate-docker-compose
I split the solution into three parts because there were too many changes, this is the mutual part.

Test Plan: You can run scripts from services/package.json and see if they work.
