[native] Build Folly on Android

Summary:
I took @karol-bisztyga's Gradle code from here, and then added the add_definitions line to CMakeLists.txt.

I got the list of Folly flags from here. Details on how I figured out that we need to use add_definitions are on the Notion issue.

Test Plan: Tested in combination with following diff
