[backup] Setup terraform

Summary:
ENG-4513

Setup terraform for backup service. Mostly copy paste from D9040, with report-specific things removed.

Depends on D9065

Test Plan: Run on staging, make a few test calls to check if it works. Check with the dev version of the app if the backups work.
