[native] react-native-progress@4.1.2

Summary: I noticed a warning while uploading an image about react-native-progress not specifying useNativeDriver in an Animated call. This diff updates react-native-progress and its dependency @react-native-community/art to get rid of the warning.

Test Plan: Upload an image and make sure the warning is gone
