[web] Modify useOnClickThread to support creating pending personal threads

Summary: Modfied useOnClickThread callback on web, so it could navigate to pending (personal) threads.

Test Plan: Tested on web after introducing search feature - navigation to pending thread seems to work corretcly - in the same way as in pensing sidebar.
