This addresses ENG-10962, a regression caused by D14336.

1. I tested by patching this on my personal keyserver and sending messages before and after the changes. I confirmed that after the changes, the last_message column in the memberships table was correctly updated.
2. I read through the code and analyzed all codepaths to confirm that other places where fetchMessageNotifyType is used won't be affected.
