Summary

Got this advice from this GitHub comment and this GitHub comment.

Update was made by deleting the block starting with prebuild-install@^7.1.0, prebuild-install@^7.1.1: from yarn.lock and then running yarn cleaninstall again.

Test Plan

Confirm that yarn cleaninstall works in the Nix environment again despite having Python 3.13
Confirm Buildkite CI no longer fails
