Summary

Context in ENG-11423.

Test Plan

Go to staging DDB and find a user who has farcasterID, but doesn't have farcasterDCsToken. Example is t125.
Comment out code here - this is a user registered on a different keyserver and can't be added as a friend.
Search t125 and select it.
Check dropdown - should show Farcaster option
