[buildkite] Update docker-buildkite plugin to resolve error propagation issue

Summary:
Looks like there was some regression that broke error code propagation: https://github.com/buildkite-plugins/docker-buildkite-plugin/issues/191

Updating should resolve things?

Test Plan: Going to update all the jobs in Buildkite and see if Flow job fails where it is expected to (specifically D6369)
