[lib][redux] Ability to update encrypted media messages

Summary: In D7235 I added possibility to update photo into encrypted_photo (the same for video) but on web we also need updating encrypted_{photo,video} information.

Test Plan: Fired the action during upload. Used redux devtools to ensure everything is correct
