[native] Disable swipe gesture for drawer when stack swipe gesture active

Summary: Linear task: ENG-2646

Test Plan: I opened the iOS simulator and went through every tab of the app (Calendar, Chat, Profile, Apps) and logged the value of swipeEnabled, as well as tested if the drawer swipe gesture worked
