[lib] Set data loaded to false on delete account

Summary: Now that we use deleteAccountActionTypes to delete the whole account, and deleteKeyserverAccountActionTypes to disconnect from one keyserver, we can set data loaded to false on deleteAccountActionTypes.

Test Plan: Tested that the logout screen is shown when user deletes their account
