[native] [3/n] make API calls from default notification screen UI

Summary: Adds API calls to redux so an end user can click a default notification setting and update values in the settings table via the backend. This change does NOT reflect on the front end, yet.

Test Plan: Open default notifications in Profile tab, click on all, background or none, check your local MySQL data base and you should see the notification setting reflected.
