[lib] Reduce notAcknowledgedPolicies on keyserver login

Summary:
issue: ENG-6307
For now we will be returning policies from keyserver login. See D10490
When Identity starts taking care of policies this will be updated. This is tracked in ENG-6333

Test Plan: Assuming that already existing code is correct
