[GH Actions] Fix Android Release CD workflow

Totally missed making these changes to Android Release workflow when fixing Android CI end of day Friday...

Matches changes made to Android CI

• Install protobuf-compiler via apt-get
• Install additional targets via rustup

Test Plan: Android CI works as expected, should've made changes to the Android Release workflow at the same time...
