[native] Minor refactor of input-state-container:getCompletedUploads

Summary: Minor refactor of getCompletedUploads and introduced isLocalUploadID in media-utils

Test Plan: Stepped through getCompletedUploads with different upload success/failure scenarios (by toggling serverCanHandle in file-utils) and it continues to work as expected
