Revert "[keyserver] update acknowledgment table in login was performed from proper source"

Summary:
This reverts commit 9abc808939aecb8b1de3be8f6251970e1d0960e9.

The approach was changed - policies will be accepted from the modal, not while the user will log in from proper source.

Test Plan: Make sure that this change doesn't affect login logic and that on login there are no changes in policy_acknowledgments table
