[web] Use notifPermissionAlertInfo

Summary: Depends on D7029 which extracted notifPermissionAlertInfo to lib. This diff uses that on web to limit the amount of times we display the notif permission modal.

Test Plan: Check if after 4 modals they aren't displayed anymore on web.
