[native] Update expo-media-library and expo-image-manipulator

Summary:
I was trying to add support for iOS 14's limited photo library permissions but couldn't get it working.

For now I'm just going to punt on this in the hopes that Apple eventually gives us a way to detect when the limited photo library picker is dismissed. Barring that, we would need to rearchitect MediaGalleryKeyboard to gets things working, which is a bit more than I have time to do right now.

Figured I'd still put this diff up to update some libraries that I was working with.

Test Plan: Make sure photo selection still works
