Check relationship status with message creator before showing tooltip

Summary: We do not want to allow creating sidebars from messages that were send by user that is blocked or/and blocking. CREATE_SIDEBAR permission check handles this for us in 1-1 threads, but this permission is not disabled in group chats

Test Plan: Check if create sidebar is visible in tooltip only when relationship is not type of block. Tested for all three tooltips
