[lib] introduce fetch community infos redux action

Summary:
This diff introduces fetchCommunityInfosActionTypes and useFetchCommunityInfos which are needed to introduce the fetch community infos redux action. This action will call the fetch_community_infos endpoint that was introduced in the previous diff
