Summary

native migration 38 takes >10s on production for my user, so I'm increasing the timeout to avoid being force-logged-out.

This addresses ENG-8614.

Test Plan

Confirm that I can go from build 354 to 358 + this diff without being force-logged-out while testing a production build with my user
