This diff increments Redux version and changes native codeVersion check for keyserver hasMinCodeVersion check to NEXT_CODE_VERSION.

Chose to start with native migration because

1. I've done more testing
2. It's easier to not rollout native release with potential issues than rollback web which requires keyserver deploy (if I understand correctly)

I've gone through the migration a couple times in my local environment.

Having team go through migration w/ staff release will also be really helpful.
