To be safe, now I bumped keyserver version to match Identity Service values.
This was attempted in https://phab.comm.dev/D14417#inline-80203 but the diff was abandoned.
Later, we can consider bumping both keyserver and identity values to a version that supports signed device lists.

Lowered web codeVersion, then callSingleKeyserverEndpoint returned client_version_unsupported on web.
