Summary

This is a fix for ENG-11149. It was partially true what @bartek said in this comment. We should send SECONDARY_DEVICE_REGISTRATION_SUCCESS after the device is done authenticating, not wait until the full restore is done.

Test Plan

Add sleep to restoreUserData (to simulate large backup) and make sure there is no timeout on primary.
