This relates to ENG-11450. I noticed that Tunnelbroker not connected errors could still occur even after D15471, in cases where the Tunnelbroker connection was lost during the sync. In those cases, multiple retries could be exhausted before Tunnelbroker reconnected. Instead of wasting retries on this case, we should ignore the errors and keep retrying until Tunnelbroker connects again.
