Summary

ENG-11295.

We have keys, so we can resume restoring in that case

Depends on D15506

Test Plan

Add sleep here to be able to repro the issue
Kill the app after a single RPC but before starting the user data restore
Open, restore should proceed and conclude

I also made sure that this code won't be triggered during regular restore
