[RN72][skip-ci] Introduce --report-unused-disable-directives to ESLint invocations

From the prior diff:

As of ESLint 8, unused disable directives can be automatically fixed. In the next diff we'll introduce --report-unused-disable-directives to our ESLint invocations.
