[lib] Update useRoleUserSurfacedPermissions to handle MinimallyEncodedThreadInfo

Summary:
Updated this permissions-related hook to handle MinimallyEncodedThreadInfo. This will allow subsequent removal of LegacyThreadInfo annotations, but will make those changes in separate diff.
