[native][codegen] Generate CommUtilsModule C++ spec

Summary:
Modified jsi-codegen to generate C++ spec code for newly introduced CommUtilsModule.

Adding @jon because I introduced CMake change (single file -> glob)

Depends on D7449

Test Plan: Native build pass on both platforms.
