[native] Update to expo-splash-screen@0.13.5

Summary:
This should hopefully solve the issue where expo-splash-screen is throwing an exception. (Which initially led to the notif badging issue.)

Note that we're dropping iOS 11 here... only 0.2% of iOS users use it (as of a couple months ago) and there's no iOS device whose maximum iOS version is 11, so it's probably fine.

Test Plan: I compiled and ran the iOS app. I should probably try Android too
