[web] introduce build info panel

Summary:
This diff introduces the build info panel for web into the user settings. There were no official designs for the build info panel; however, I tried to match the same style/aesthetic as the other settings panel + use an old design for the web build info page + use what we had in native as inspiration for this panel. Here are some screenshots for context:
