[docker-compose] Match version tags with terraform

Summary:
Updated version tags for docker-compose to match the ones that are currently deployed to prod (in terraform). This would matter if one builds docker services using docker compose build.
For a long-term solution, see ENG-4925.

Test Plan: None, this is just a version change, these are already deployed.
