[lib] broadcast device list updates after Tunnelbroker socket connection is established

Summary:
I discovered this while working on: ENG-8385. We should wait for Tunnelbroker to create auth connection, otherwise it causes: Error getting and setting peer device list: Tunnelbroker not connected

Test Plan: Test QR login flow on native and web - make sure there is no issues.
