[tunnelbroker] add errorTypes to error logs for future alarms

Summary:
This diff includes errorTypes with all the tunnelbroker error logs I consider obvious. Another diff will include ambigious error logs that might require further discussion.

Test Plan: Test later in stack that alarms are triggered for each error type
