[lib] Use the useBroadcastOlmMessage hook in account deletion

Summary:
Updated useBroadcastAccountDeletion to use the new useBroadcastOlmMessage hook.
Also renamed broadcastToOwnDevices to includeOwnDevices because the old name was confusing.
