[lib][landing][web] Update Wagmi to 2.5.18

Summary: I tried this patch version upgrade to pick up this change, in the hopes that it would resolve ENG-7642. It didn't up solving anything, but I figured it wouldn't hurt to upgrade anyways, so I'm putting this diff up.

Test Plan: I confirmed that the SIWE flow still works on web
