[native] Pass initialDeviceList param through JSI

Summary:
Exposed the initialDeviceList argument Rust -> JSI -> CommRustModule. Moved the "empty string" stub to JS callsites

Test Plan: Native compiles. Confirmed that passing arbitratry values from JS makes Identity Service receive them when user is registered.
