Summary

Important part of ENG-10698. We don't want to start UserData compaction before restoration has finished.
Updated BackupHandler to watch for restoreBackupState changes and determine whether UserData backup creation is possible.

Depends on D14885

Test Plan

Amended checkIfCompactionNeeded to allow backups every 10s. Restored primary device and watched logs (also logged the userDataCompactionPossible and shouldUploadUserData values) and Redux DevTools. Confirmed that compaction waits for restoration to finish.
