Summary

Potential fix for ENG-11229.
I noticed that user FIDs map argument was missing in the conversion function. Made it mandatory and updated the callsite.

334–337	I didn't dispatch `processNewUserIDsActionType` here because it's going to change in D15299 so either this or that diff should be updated, depending on who lands first, cc @tomek
