[native] Skip keyserver upload for thick thread avatars

Summary:
Updated avatar-hooks for thread avatars to accept threadInfo instead of threadID and set shouldUploadMetadataToKeyserver based on threadTypeIsThick()

Test Plan: Successfully set thick thread avatar on native with keyserver killed
