[lib] Use the useBroadcastOlmMessage hook in logout actions

Summary:
Similiarly to D12996, updated primary and secondary logout hooks to use the new useBroadcastOlmMessage hook.

Depends on D12996

Test Plan: Logged in on two devices. Performed secondary device logout, then primary logout, by pressing dev buttons in profile screen.
